During a press conference in Markham, Ont., AI Minister Evan Solomon emphasized the importance of building future infrastructure domestically to avoid reliance on external sources. He highlighted the significance of innovation and trust in AI development, stating that the new principles will provide clarity on responsible development expectations and Canadians’ anticipations for projects within their communities.
The framework lays out five expectations for data center initiatives, emphasizing the creation of long-term local benefits, avoiding shifting electricity costs to Canadians, minimizing water consumption and environmental impacts, ensuring transparency regarding local effects, and delivering strategic value to Canada.
Various prominent companies, including Amazon Web Services, Microsoft, and Bell Canada, have endorsed the principles. The federal government revealed that the guidelines have garnered support from a diverse range of sectors, including data centers, cloud services, artificial intelligence, and technology.
Solomon clarified that the outlined expectations do not introduce a new federal approval process and do not supersede provincial, territorial, or municipal responsibilities. In response to inquiries about safeguarding Canadians, Solomon noted that the Federation of Canadian Municipalities has endorsed the principles to equip local entities with advanced knowledge and understanding.
The release of these principles coincides with growing public opposition to data centers across Canada, driven by concerns such as noise pollution, costs, and environmental impacts. A recent poll by Leger revealed that while a significant portion of Canadians view data center development positively, there is a notable divide when considering such projects within their own provinces.
In response to the surge in data center projects, various provinces have engaged in discussions and town hall meetings to address community concerns. Alberta, for instance, has faced backlash over a proposed AI data center project, prompting government officials to emphasize the economic benefits and responsible construction practices associated with such developments.
Similar opposition has been witnessed in Vancouver, where demonstrators protested the construction of new AI data centers in partnership with Telus and the federal government. The public outcry has prompted officials to reassess the projects in light of community feedback and expectations.
As the debate surrounding data center development continues to evolve, policymakers are navigating the delicate balance between attracting investment and addressing public concerns.
