A woman from Nova Scotia expressed regret after contacting the RCMP to report a reckless driver, only to have an officer enter her home without her knowledge following a mix-up. Robin MacDougall, while driving from Antigonish, N.S., to Port Hawkesbury on Highway 104 in June to celebrate Father’s Day with her parents, observed a car in front of her swerving on the road erratically. Concerned, she dialed 911 and was advised by the dispatcher to call back if she or the erratic driver exited the highway. Less than 10 minutes later, before reaching her destination and after the driver continued towards Cape Breton, MacDougall made another call to update the dispatcher.
To her surprise, while having lunch with her parents, MacDougall received a call from an RCMP officer notifying her of a misunderstanding that led to the officer’s visit to her home. MacDougall, who never locked her back door and was puzzled by the sudden appearance of the officer, sought assistance from her friend, Jade Lowe, who described the officer as apologetic and somewhat flustered upon their arrival.
MacDougall feels her privacy was compromised and is uncertain about how she will respond to future road incidents. However, Staff Sgt. Kimberly Hillier, the head of the RCMP detachment in Antigonish, defended the actions of her officers, explaining that a dropped call from MacDougall prompted the home visit to ensure someone’s safety. Hillier clarified that the officers were not investigating an impaired driver but were focused on addressing a potential emergency situation, as mandated by a 1999 decision by the Supreme Court of Canada.
There is a discrepancy between MacDougall and Hillier regarding the dropped call, with Hillier citing poor cellphone coverage in Eastern Nova Scotia as a possible reason for the miscommunication. MacDougall, on the other hand, maintains that none of her 911 calls were disconnected and provided evidence from her cellular provider showing no record of a third call made to the RCMP. Despite the differing perspectives, both parties acknowledge the importance of prompt and appropriate responses to emergency situations.
